Where's Jintao is a Morai quest asks you to find Deity's Messenger.  All you have to do is talk to him, but he's a traveling NPC.  For talking to him you get an Emporer's letter. According to PWdatabase.com the letter is used to craft skill books, but you get 20 influence from talking to him, so it's worth a minute of your time, in my opinion.
